Please note that while library staff can facilitate test delivery, the Saint Paul Public Library does not offer "proctoring" or supervision of students taking exams or tests.
Saint Paul Public Library defines Test Delivery as administering the test taking of a student enrolled at an educational institution. It is the responsibility of the student and the educational institution requesting the delivery of a test to verify the guidelines and conditions stated below are acceptable to the institution giving the test before having the test sent to the Saint Paul Public Library.
Tests must be scheduled in person. Individuals are required to make arrangements with the Saint Paul Public Library no less than one week in advance of a possible test date. Individuals must present valid picture I.D. at the time of scheduling and taking a delivered test.
There is a $20.00 charge per test for post-secondary students that must be paid by the student when a test is scheduled. An additional fee of $5.00 will be assessed for each rescheduling of a delivered test. Rescheduling of a test must be done in person and the additional rescheduling fee of $5.00 paid at the time the test is rescheduled. There are no refunds. The fees paid for the test and rescheduling of a test are considered service fees.

Test delivery is offered at the following locations:
An educational institution having the Saint Paul Public Library deliver a test to one of their students must submit the test to the testing location by either the United States Postal Service or emailed as a Microsoft Word attachment to the test delivery library’s email box. The library testing location requests the delivery of test(s) at least 5 days in advance of the test period. Scanning, faxing, or commercial deliveries of tests is not allowed. It is the responsibility of the student to verify with the library testing location that the test has arrived for the scheduled test. The library recommends a telephone call several days in advance to verify this information.
Upon completion of a test, the library testing location will mail the test to the educational institution in the self-addressed, postage paid envelope provided by the student or educational institution. Students are advised the return mailing of a test may take up to 5 business days. If the student needs a copy of the completed test, it must be photocopied at their expense on the library copy machine. The library testing location will not retain copies of tests.
It is the responsibility of the student to ensure the testing facilities are adequate. The library does not have a quiet zone or designated test taking space. Testing accommodations will vary from library to library. The Saint Paul Public Library does not guarantee the integrity or security of the completed test.
The library will provide a computer with Microsoft Office and Internet access. Installation of any special software that may be needed to complete a test on a library computer is not allowed. If more than 60 minutes is required, staff may extend the time limit of the public PC workstation at the beginning of the test taking session. It is the responsibility of the student to ensure that computing resources are adequate for their testing requirements.
Wi-Fi is available at library testing locations. Students must provide a laptop. The testing institution is required to mail the password to the library or email the password to the library agency email box well in advance, of the test date. The library cannot guarantee the speed of the Internet connection or the connection will not be interrupted during the test. Library staff cannot provide technical assistance for students using laptops.
