In 2004, 647 adult and youth volunteers contributed 19,076 hours of service to Saint Paul Public Library's various locations throughout the city. West was president of the Saint Anthony Park Branch Library Association in the mid-1990s. Through her efforts the Saint Anthony Park Branch Library Association applied for and received two Capitol Improvement grants to add an elevator and ground-floor entrance, as well as a new children's wing to Saint Anthony Park Branch Library. Arlene West currently serves as the co-chair of the Saint Anthony Park Arts Festival Committee which will be holding its 36th annual event on Saturday, June 4th. The art fair is sponsored by the Saint Anthony Park Branch Library Association.. "I've been lucky to have a flexible schedule," ways West. "I'm a freelance writer and designer, so it is natural for me to do publicity for the art fair." As a teenager West began volunteering for her high school library as a member of The Librarian's Club which helped the school librarian with book displays. When she later moved to Saint Anthony Park, she would take her three young children to the library. She began volunteering for Saint Paul Public Library with her work for the Saint Anthony Park Arts Festival in 1989.
