Saint Paul Public Library Agency
About the Library BoardOn April 21, 2003, a City Ordinance created the Saint Paul Public Library Agency, a "body corporate and politic which shall be a governmental subdivision of the State of Minnesota." This resolution also established a Library Board consisting of the members of the Saint Paul City Council. The actions of the Library Board are subject to mayoral veto and override of that veto in the same manner as other actions of the City Council. Library staff remain employees of the City and the Library Director continues as a Mayoral appointee approved by Council. The Library Agency's proposed budget is published and presented separately from the City's. At the Library Board's request the City will levy a property tax for the benefit of the Library Agency, listed on the Truth In Taxation notice of proposed property taxes. The Library Agency may issue bonds in the principal amount authorized by the City Council. All proposed Agency bond issues are coordinated through the Joint Debt Advisory Committee. Regular meetings are held on the third Wednesday of each month at 2:00 p.m. in the City Council Chambers. Meetings are broadcast live on cable televison in Saint Paul on Channel 18. Meetings are rebroadcast throughout the week and are also webcast and archived on the City Council's web site.
